Our staff work closely with Council members who provide regular support and feedback. Members are drawn from academia, think-tanks, and international organisations and so come with a wealth of experience.

Our offices are shared with the Economic and Social Research Institute. This means we benefit from greater opportunities to learn and interact with the wider policy research community.

It operates a highly flexible coordinated hybrid working policy.

This typically means all our staff meet for one day a week in person. This helps foster effective teamwork, socialising, and in-person collaboration. The rest of the week, employees have the autonomy to work remotely.

What roles do we typically have?

The Council occasionally has positions for Economists working in the early stages of their career.

As well as that, we have annual summer internships, typically with two candidates being taken on for a period of 12 weeks.

When are summer internships advertised?

Summer internships are usually advertised in February, with placements typically lasting 12 weeks over the summer months.

Do we offer support for further learning?

Yes. The Council is committed to ongoing staff training and development. We want to ensure that our staff develop knowledge, skills and behaviours that will help them perform even better.

We see this as an important part of what makes the Fiscal Council an attractive place to work.

As a testament to this, the Council has provided funding and time support to a number of employees to pursue PhDs, Masters qualifications, and various other development needs while working.

Introduction

The Irish Fiscal Advisory Council (the Fiscal Council) is committed to protecting and respecting your privacy. This Privacy Notice explains how we collect, use, and protect your personal data when you apply for a position with us.

Data Controller

The Fiscal Council is the data controller for the personal data you provide during the recruitment process.

Lawful Basis for Processing

In compliance with Article 6 of GDPR (and Chapter 2 Section 71 of the Data Protection Act 2018) we will only use your personal information when the law allows us to. Under data protection law, there are six available lawful bases under which an organisation may process personal data. They are consent, contractual purposes, legal obligations, vital interests, public task, and legitimate interests.

We process your personal data based on the following legal grounds:

  • Consent: When you provide your personal data to us.
  • Contractual Necessity: To take steps at your request before entering into a contract.
  • Legal Obligation: To comply with legal requirements.
  • Legitimate Interests: To manage our recruitment process effectively.

What Information Do We Collect

The Fiscal Council has prescribed data fields in its application form requesting specific information. We also request a CV in a format which is not prescribed. We collect and process the following personal data:

  • Identification Information: Name, address, email address, phone number, and other contact details.
  • Application Information: CV, cover letter/note, employment history, qualifications, competencies and references. Any additional information contained in a candidate’s CV, disclosed at interview or otherwise provided to the Fiscal Council during the recruitment process
  • Assessment Information: Interview notes and other assessment data.
  • Legal Compliance Information: Eligibility to work in the EEA and other legal compliance data.

How Do We Use Your Information

We use your personal data to:

  • Process your application and assess your suitability for the role.
  • Communicate with you about the recruitment process.
  • Comply with legal and regulatory requirements.
  • Improve our recruitment processes.

Selection Process – Short-listing Stage:

The information provided by the applicant will be used to assess the suitability of the candidate to be interviewed for the advertised role. This will be done through a process of reviewing the information provided in the application documents against the requirements of the role. The most suitable candidates are selected for the interview stage.

Selection Process – Interview Stage:

Applicants may be invited to interview(s), which will either be in-person or online, for a role following the short-listing process. The data generated at this stage of the process will be as follows:

  • Interview details including notes and assessment of the interview board, dates and times
  • For in-person interviews, a record of candidates’ arrival to and departure from the building for Health and Safety purposes
  • References, where provided, by previous employers and personal or educational referees
  • Communication of the recruitment decision

Data Sharing

The Fiscal Council avails of HR corporate services under a shared service agreement in place with the Economic & Social Research Institute (ESRI) where its offices are located. Fiscal Council interview boards may include an external board member. If this is the case, we will provide the applications of short-listed applicants for the purposes of conducting the interview and evaluating interview candidates. All interview documentation is retained by the Chief Economist/HoS as set out in the Recruitment Policy and Procedures and the Record of Processing Activities.

The Fiscal Council’s internal and external auditors may request sight of recruitment decision supporting documentation to verify that recruitment decisions are made in line with the Fiscal Council’s policy and legal requirements. Such documentation may contain personal data relating to candidates. If so, the Chief Economist/Head of Secretariat providing the documentation for review will ensure that it is done securely and in accordance with data protection principles.

We may contact referees following interviews. This is on the basis of the referee information you have provided. We ask you at the application stage for referees and obtain verbal consent from you at the interview stage for us to contact referees.

Data Retention

We retain your personal data for as long as necessary to complete the recruitment process and for a period thereafter in accordance with our Information Security Policy and Procedures and Record of Processing Activity.

We process and retain your recruitment data on the basis of our legitimate interest to make recruitment decisions and our legal obligations. In order for the Fiscal Council to be able to demonstrate the legal integrity of our selection process we retain the data for 18 months. Under Irish equality legislation, an applicant may raise a claim of discrimination for up to 12 months following an alleged incident. In order to defend against any such claim, the Fiscal Council retains records pertaining to the selection process for 18 months. We retain them for 6 months beyond the statute period should any claim arise towards the end of the 12 month period. Records will be retained for 18 months in circumstances where it is indicated in a recruitment campaign that a panel of candidates may be formed for future potential appointments.
